1. General Survey 

    Liuzhou, located in the middle of Guangxi Zhuang Autonomous Region, is an important pivot in the Midwest of China and an ancient city with a history of 2100 years. In 742 A.D., Liuzhou was changed its name to call Dragon City Prefecture, so, Liuzhou is also known as "The Dragon City ". Liuzhou has two counties of Liujiang and Liucheng and four urban districts of Liubei, Chengzhong, Yufeng, Liunan and a suburban district under its jurisdiction. Liuzhou covers a total area of 5283 square kilometers, among which 651 square kilometers are urban area and 84 square kilometers are district area. By the end of 2001, the total population numbers 1,830,000, of which 880,000 are city residents. Liuzhou has 33 nationalities such as Han, Zhuang, Molao, Yao, Dong, Hui, Miao, Man, Maonan, Tujia, Shui, Li, Menggu, Bai, Jing, Yi, Chaoxian, Zang, Gelao and Gaoshan and so on. Liuzhou has a subtropical climate with abundant sunshine & rainfall and rich mineral deposits. There are nearly 30 kinds of ascertained mineral deposits with mining value such as iron, manganese, tin, lead, zinc, indium, wolfram, magnesium, talcum, marble, and barite etc. It covers a forest area of 750,000 mu, there are tens of forest trees such as China fir, pine tree, camphor tree, lotus tree, maple and Chinese toon etc.

    Liuzhou and its nearby county & cities surrounded by endless mountains, thick forest, wonderful caves & marvelous stones, green hills and clear waters, which is rich in natural resources. Liuzhou is a first-class Chinese historical and cultural city and tourist city. Main scenic spots and historical sites in the urban district are White Lotus Cave Museum, Cultural Relics of Liujiang Man, Liuhou Ancestral Temple to memorize Liu Zongyuan, famous writer and philosopher in Tang dynasty, Yufeng Park―the place where fairy singer Liu Sanjie of Zhuang nationality sang songs according to the legend, Dalongtan Park with the rich and colorful features of minority nationalities, Bagui Rare Stone Hall and Dule Cave Park etc.Since the reform and opening to the outside world, Liuzhou has been ranked as the Chinese experimental city of the earliest comprehensive reform, "Boosting the city through scientific and technological advances" and comprehensive coordinated reform of scientific & technological and economic system, and the first group of "optimization of the capital structure" and national technology innovation, it is a first-class port city approved by the State Council. After many years' development, the increase in comprehensive economic power of Liuzhou is constant. According to the determination by the city evaluation center formed by State Statistical Bureau and the Ministry concerned, Liuzhou ranked the 27th among the fifty best cities for comprehensive economic power in 1991 and also one of the fifth best cities in 1997. According to the comprehensive evaluation from Chinese Academy of Social Sciences, Liuzhou ranked the 22th among twenty-four cities which social economic development basically reach well-to-do level in 1992; According to valuation of Chinese Association of Industry and Commercial Information Center, Liuzhou ranked the 10th among 186 large & medium sized cities for investment environment in 1993. 

    2. Infrastructure 

    Liuzhou City has always enjoyed the reputation of "The Commercial Port in the Middle of Guangxi ". It's the main highway of commodities interflow and distributing center of goods in Huan, Guangdong, Guangxi, Guizhou, Yunan and Sichuan Provinces, and it is also the key channel and hub of Southwest area access to sea.

    (1) Transportation

    Liuzhou Bailian Airport, 13 kilometers away from the urban district, covers an area of more than 6,300 mu, can land Boeing 737, 757 and MD-82 series planes for all weather, which has the handling capacity of nearly 1,000 person/time at peak per hour. Liuzhou is a hub of railway transportation in the Middle and Southwestern regions, the railway lines of Hunnan to Guangxi, Guizhou to Guangxi, Zhicheng to Liuzhou intersect at the civil railway network, which can directly pass through to the ports such as Zhanjiang, Fangcheng and Beihai etc. It is convenient to go out to sea, and connects to the Vietnamese railway for international through transportation. Liujiang River (Xijiang water system) can pass directly to Wuzhou, Guangzhou, and Hong Kong & Macao etc, 250 tons boats can sail through Liuzhou waterway, inland navigation wharfs for container waterway through transportation which has been built in resent years have the handling capacity of 500, 000 tons annually. No. 322 state-level highway that connects Hengyang, Guilin, Nanning and Pinqiang with 970.4 kilometers of total length and No. 323 state-level highway that directly reach to Jiangxi, Guangdong and Yunan with 2329.7 kilometers of total length intersect at Liuzhou to connect every part from the country. Liuzhou has the first-class expressway (Guihai expressway) from Guilin, Liuzhou Nanning to Beihai, Liuzhou also has highway container transfer station of Liuzhou Through Transportation Corporation, which is one of 50 container transfer stations in China. 

    (2) Post and Telecommunications 

    Liuzhou has program control telephone automatic exchange system, the total capacity of city telephones is 260,000 lines and that of long-distance switchboard reaches 15,000 lines, residents from the suburban town can use the program control telephones, long-distance transmission has realized digital control system which can directly enter national telecommunication networks and international networks.

    (3) Water Supply, Power Supply and Gas Supply 

    The comprehensive production capacity of water supply in Liuzhou reaches 1.49 million tons/day. The foreign investment enterprises of Liuzhou Water Supply Company and state key building projects carry out the services of "Give priority to prospecting, approval and water supply". Guangxi is rich in power resources that provide good power supply base for Liuzhou' s economic development. Now Liuzhou has one power substation (500 KVA), 3 power substations (220 KVA) and 23 power substations (110 KVA) in the suburbs, which meet the requirements of living and industrial power supply in the city, popularization of urban gasification and liquefied gas rate in the city is 73.41 %, No. 3 period of civil gas project which is being built will have over 85% of the gasification rate in the city.

    3. A survey of Industrial & Economic Development 

    Liuzhou is the biggest industrial base in Guangxi, and it has good industrial foundation and well-equipped infrastructure. After 20 years' development of reform and opening up to the outside world, the city has formed modern industrial system dominated by the pillar industry such as automobile & parts industry, machinery industry majored in engineering machinery and universal machinery, metallurgical industry majored in steel products and deep process of non-ferrous metal, paper-making, packing and printing industry and daily use chemical industry etc. 

    During the ninth-five-year plan, Liuzhou' s national economy has achieved sustained, stable and sound development. According to statistics, during the ninth-five-year plan, the city has realized RMB 81485 million Yuan of gross domestic product (GDP), which increased by 9.5% annually, RMB 15600 million Yuan of fixed assets investment, and RMB 111000 million Yuan of total financial revenue, 71.2 % and 98.2% higher than the eight-five-year plan respectively, actual foreign capital utilization increased by 53% compared with the eighth-five-year plan and the contributing of scientific and technological progress to economic growth increased by about 43%.

    Liuzhou' s national economy and social development results in 2001 are most remarkable. The city has realized RMB 20531 million Yuan of gross domestic product (GDP), which is increased by 10.6%, including RMB 2123 million Yuan of value added of the primary industry, which increased by 7.0%; RMB 10014 million Yuan of value added of the secondary industry, which increased by 11.1 % and RMB 8394 million Yuan of value added of the tertiary industry, which increased by 11 %; RMB 33437 million Yuan of the total output value of industry (present price) and RMB 3496 million Yuan of profits & taxes completed by large-scaled industrial enterprises, 14.5% and 9.4% higher respectively than last year. The city has 1442 independent accounting industrial enterprises, including 144 large and medium sized enterprises stipulated by state standard, 7 enterprises rank into the 520 biggest enterprises in China. Liuzhou also has famous brand products which have strong market competitive power and high market occupation, production & sales volume of minibus of Shanghai Wuling Automobile Company rank the first in Chinese minibus which has over 22% of market occupation; Liuzhou Building Machinery Factory is file leader of the same industry in China, its pre-stressed anchors and technology has reached the world advanced level, "Liugong" brand loading machine is known as file leader of engineering machinery in China. Liuzhou Cement Plant has annual output of over 1.8 million tons of cement, "Yufeng" brand enjoys good reputation in domestic and foreign market, production and sales volume of Liuzhou "Liangmianzhen" brand toothpaste has been the first place in the same kind of toothpaste in China for continuous 14 years. The output of zinc oxide of Liuzhou non-ferrous chemical products occupies 50% of the whole nation, tin output occupies 15% of the whole nation, "Golden Throat" houbao has become famous brand products that are well-known in the market.

     Many products of Liuzhou not only enjoy a great reputation in domestic market, but also have been sold to the international market. Liuzhou has 57 self-operated import and export enterprises in total, it has added up to complete 227.015 million of export foreign exchange earnings, which occupies 85.74 % of the city's export foreign exchange earning, the enterprises which export exceeds 10 million U.S. Dollars are Liuzhou Huaxi Group, Liuzhou Zinc Products Stock Co., Ltd, Liuzhou Non-ferrous Metals Smelting Stock Co., Ltd, Liuzhou Yinli Import & Export Company, Liuzhou Huandong Metal Materials Factory etc, The export products include cement, steel products, zinc ingot, tin ingot, zinc oxide, iron oxide series products, porous ammonium nitrate, loading machines, minibuses, medium-sized ton trucks, air compressors, diesel machines, plastic injection molding machines, pre-stressed anchors, cable ropes, various meters and instruments, oil burning boilers, steel rings, enamels, stainless steel series products, T-iron, electron tubes, cotton yarn, grey cloth, pure cotton towel, bed ornament series products etc, which have been exported to many countries and regions such as Europe, America, Africa, middle East, South-east Asia Hong Kong, Macao and Taiwan etc. Liuzhou has constantly made efforts to develop good external opening environment for many years and attract domestic and foreign investment with full-range, multilevel and wide field, which has vigorously promoted Liuzhou' s economic development and social progress. Under the new situation of China's entry into the World Trade Organization, Dragon City people sincerely welcome customers and guests both at home and abroad to investigate, invest and go sightseeing in Liuzhou with the favorable condition, beautiful environment and quality service.
