To further extend opening to the outside world and quicken the development of export-oriented economy in Liuzhou, according to Notice of the State Council Concerning Implementing of Policy Measures for General Development of the Western Provinces (No. Guofa [2000]33) and Provisions of Guangxi Zhuang Autonomous Region Concerning Implementing of the State Council' s Policy Measures for General Development of the Western Provinces (No. Guizhengfa [2001]100, the provisions are formulated integrated with the actual conditions in Liuzhou:
1. Projects of encouragement of foreign investment in Liuzhou According to National Foreign Investment Industry Guidance Catalogue and industry development focus determined by Liuzhou, the projects of encouragement foreign investment: high and new technology industry focused on four industry such as electronic information, biology engineering, biology medicine, electromechanical integration and new materials etc. including establishing of high technology research development center; upgrading and transformation of traditional industry focused on five industry such as automobile & key parts industry, paper-making industry, mechanical industry, non-ferrous metal industry, sugaring industry etc.; tourist industry focused on tourist service facilities, landscape construction and comprehensive development of tourist resources etc; infrastructure construction focused on urban public utilities such as traffic, communications, municipal administration, water supply, power supply etc.; real estate development focused on community comprehensive service facilities, old city reconstruction in tracts and new city construction; suburban agriculture focused on farmland water conservancy facilities, high quality high efficiency agriculture products; ecological environment construction focused on rubbish & sewage treatment, forestry and barren mountain & barren beach; many forms participating assets reorganization of state-owned enterprises such as purchase, merger, joint stock an holding stock etc.
2. Investment project approval management system reform
(1) Administrative approval matters for foreign investment projects are unitarily handled in Liuzhou Municipal Administrative Approval Certificate Hall, the undertaking units must complete the concerned formalities within the promised working time limit.
(2) For Sino-foreign joint ventures and cooperative enterprises run by the county (prefecture) enterprises and foreign customers, projects with total investment amount under 3 million U. S. Dollars (equipment import is no required and materials & products export is not involved national import & export licence an quota management) shall be approved by county (prefecture) people's government in accordance with Temporary Provisions Concerning Foreign Investment Guidance Direction, Foreign Investment Industry Guidance Catalogue, Notice of the State Council Concerning Implementing of Policy Measures for General Development of the Western Provinces and Provisions of Guangxi Zhuang Autonomous Region Concerning Implementing of the State Council' s Policy Measures for General Development of the Western Provinces, the documents approved by the county (prefecture) people's government are sent to the municipal plan committee and economic committee for files, the approval documents are checked and issued by the municipal foreign economic and trade cooperation bureau.
(3) Sole foreign invested projects, joint venture and cooperation projects run by the municipal enterprises and foreign customers, the above-mentioned (No. 2 Section) joint venture and cooperation projects beyond approval authority limit of the county (prefecture) with total investment amount under 30 million U. S. Dollars are checked by the municipal foreign economic and trade cooperation bureau and reported to be approved by the municipal people' s government.
(4) Investment projects, high technology projects, and investment projects for big foreign groups & transnational corporation which have great stimulation and influence on the city economic, the municipal government shall adopt the method of "one negotiation for one project" and grant more preferential policies in respect of rewards and support etc.
3. Preferential policy
Preferential policies for enterprise income tax and local income tax levied on the foreign investment enterprises shall be executed according to the present regulations of the State and Guangxi Zhuang Autonomous Region. After expiration of the preferential policies of the State and Guangxi Zhuang Autonomous Region, the city shall grant 50% subsidies according to the enterprise income tax local financial revenue.
4. Preferential policies for land use
(1) For foreign investment productive projects (except real estate development projects) with land use right by means of transfer, newly built enterprises with fixed assets investment under 1 million U. S. Dollars (including 1 million U. S. Dollars, foreign currency converted as per the present exchange rate), land transfer amount shall be collected at 50% of total receivable amount; newly-built enterprises with fixed assets investment over 1 million U. S. Dollars or over provincial high and new technology projects, land transfer amount shall be collected at 40% of the total amount receivable. For enterprises that are difficult to make lump-sum payment, the remaining can be paid off in four years' installment after 30% of first payment with the approval of the municipal government.
(2) For the above-mentioned (No.1 Section) projects with land use right by means of lease, the enterprises will be exempted from rent for first three years, a 50% reduction of the rent shall be granted and all rent shall be collected after 5 years. The government shall not participate in dividends within 5 years with investment (shareholder) evaluated as per land assets
(3) For comprehensive agricultural development projects such as planting and forests & fruit industry for barren mountain, barren slope, barren beach, abandoned land and collapse land, enterprises shall obtain use land right by mean of transfer and lease etc. no land use right shall be changed within 50 years. The government will exempt from land income.
(4) For enterprises that invest other nonprofit social public welfare cause projects such as education, culture, health and sports etc. the land shall be provided by mean of allocation.
(5) For projects enjoying government land income preference, it is not permitted to change the land application without authorization; if the land is transferred or leased before expiration, land income with government preference shall be paid; the land use right is transferred owing to implementing of mortgage, land income with government preference shall be paid.
(6) Other preferential policies for land use are granted by the state and Guangxi Zhuang Autonomous Region.
5. Supervision management system
(1) Implementing complaint and tip-offs system for soliciting business & investment introduction service. Liuzhou soliciting business & investment introduction service complaint and tip-offs center is established. The municipal supervision bureau tip-offs center is responsible for Daily work of the center to make the unified handling for complaint & tip-offs from foreign investors, and complaint & tip-offs matters are turned over for handling, urged for handling and investigated & treated. The tip-offs center shall investigate & treat within 15 working days after tip-offs is received (Important and complaint tip-offs which is required to extend time limit to investigated & treated must be approved). According to different-level responsibilities and centralized handling principles, important complaint and tip-offs matters shall be jointly investigated and treated by the municipal supervision bureau together with the department concerned, ordinary complaint and tip-offs matters shall be centralized to be investigated and treated by every department and units. After every department and units receive the complaint and tip-offs matters transferred by the center, they shall report the written investigating and treating results to the tip-offs center with 5 working days, the tip-offs center shall provide timely feedback handing results for the informants or person concerned within the specified time limit.)
(2) Implementing investment service quality test and appraisal system. The municipal administrative approval office shall organize investment service quality test and appraisal in the whole city together with the city soliciting business complaint and tips-offs center once a year. The test and appraisal results shall be open to the public and be an important basis for annual target check. The department and person with much existing problems and poor service quality shall be given out a circular notice of criticism and be rectified and reformed with time limit. For the department and person with poor rectification and reform, main person in charge and direct responsible person shall be handled by organization; the department and person who result in serious consequences shall be severely punished according to law and discipline.
7. The present provisions shall be executed from the date of promulgation.
